The West Volusia Hospital Authority (WVHA) is an independent special tax district of Volusia County, whose charter is to provide access to health care for indigent residents of the district.  The WVHA levies an ad valorem tax (property tax) on the owners of real property in the district.  That tax currently generates about $15 million in revenue for the Authority to use in fulfilling its charter.  A board of five elected commissioners oversees the Authority, deciding how best to invest our resources to make sure our residents get the help they need, regardless of their ability to pay for it.

Why should Tracy be a WVHA commissioner?

As a business coach, I have both professional expertise and a personal passion for looking at the big picture and keeping teams focused on what really matters.  The WVHA has a clear purpose and also some significant challenges.  As a commissioner, I will ask the questions you want answered:  How do we make sure the people who need our help are getting it?  How do we prevent fraud against our system?  How do we keep our costs under control while still getting the job done?  Are we doing everything we are chartered to do, and nothing we are not?  Politics is not my strong suit, so I’ll be sticking to what I know - helping people work smart and stay focused on getting the right results.
